In Central and North America, a cute animal lives in the water - the same Axolotl. He is cute (by your, Human, standards), rosy, and many of you would say that you always smile.
However, this creature, Axolotl, is not a full-fledged beast, but rather the larva of another beast - Ambistomy, a small amphibian (similar to lizards from the Belarusian forest, I saw them a couple of times).
So, Axolotl grows up and turns into Ambistom only when he needs to solve some problems. For example, when drought begins and there is not enough oxygen in the water. Then the gills turn into lungs, the paws become more powerful, and the former larva, already in the form of a lizard, creeps out to land. To lead an adult life.
And if there are no Tasks to solve, Axolotl will live his life as a larva. After all, this does not bother him at all, for example, to hunt or breed. Yes, the larvae also know how to find pairs and breed if desired! That is, the reproductive system will be like an adult, and everything else - like a cub.
Some of the People in my observations are very similar to Axolotl.In humans, this larva is called "infantilism." For you, for example, staying at the larval stage does not interfere with breeding.
But, unlike Axolotl, you, Humans, have a choice: to grow up or to live like that, and if to grow up, then when.
